Graffiti: What dilemma...

been doing some research on graffiti for an essay...went through general search and learned lots about its history and issues...then i went to the Singapore site...everything available are simply disgusting...graffiti in name is becoming acceptable...---on selected and authorized areas only---writers' competitions for cash?? ---for display??---"graffiti as a form of artistic freedom to free young minds" as a school project??---these are so sorry-ful...Uncle Singapore has gone too far...what is graffiti then? when is it not vandalism then? yes yes...it's like so obvious...but is it truth??? yes yes...propaganda...but what kind?
